Purpose

• Promote the investment, research, and development of clean energy technologies in both
  On-Grid and Off-Grid areas.


• Advance the integration of non-conventional renewable energy sources (FNCE) to the national energy system.


• Ensure that Colombia’s transition to a cleaner energy system is successful.


• Develop a more reliable and secure electricity supply through the integration of renewable energy sources.


• Foster the inclusion of energy efficiency programs that will enhance national competitiveness and lead Colombia to a brighter future.


• Fulfil the commitments made in Law 1665 of 2013, to advancing efficient energy management and reducing Greenhouse Gas (GHG) emissions such as those acquired by approving the Statute of the International Renewable Energy Agency (IRENA).

Ley 1715: Tax and Tariffs Incentives

• Income Tax: The project’s income tax will be eligible to a reduc4on of up to 50% of investments value, over a period of 5 years after investments.


• VAT: Materials bought for renewable energy projects – whether imported or bought in Colombia - will not have to pay the national value added tax of 16%.


• Tariffs: Materials and labour that will have to be imported for renewable energy projects will not have to pay tariffs.
  
• Imports Commidee from Commerce Ministry to determines the fairness of importation necessity, based on the national products registry.
